How to check the temperature of hot water in the apartment. Where to file a complaint

It is considered part of human comfort, like electricity, gas, heating. It serves for daily needs.

There are rules for the supply of utilities, sanitary norms, where it is written what temperature standard hot water should be in the apartment. All this is regulated by law. What should be the temperature of hot water in the apartment?

Basic norms

The standard for the temperature of hot water in the apartment is set by SanPiN. This indicator can be at the level of 60-75 degrees. There are also other rules:

  • not less than 60 degrees - in open heat supply;
  • not less than 50 - indoors;
  • no more than 75 - for both systems.

It is this standard for the temperature of hot water in the apartment that must be observed. This is necessary in order to completely eliminate harmful bacteria and viruses. But if the indicator is set above 55 degrees, then there is a risk of getting burned. Because of this, hot water is used along with cold water.

The temperature standard for hot water in an apartment in winter does not differ from the established indicator. Residents should be in control. If this does not meet the standards, then it is important to contact the competent authorities in a timely manner to resolve the issue.

A temperature above 75 degrees leads to breakdown plastic section plumbing, which is in many modern apartments. Deviation includes even a slight increase or decrease in performance. There must be a minimum, even if communications and heating equipment are old. The standard for the temperature of hot water in the apartment is indicated in the contract concluded between the client and the service provider.

Why is temperature control important?

Temperature control is an important necessity. Failure to comply with the rules leads to the following consequences:

  • multiplication of bacteria low temperatures bacteria develop very quickly, which is harmful to humans;
  • burn: very hot water causes damage to the skin, which is why it is important to comply with the rules.

It is for these reasons that the temperature of hot water in the apartment should be normal. The norm allows ensuring the rights of citizens.

Reasons for the drop in temperature

Although there is a standard for the temperature of hot water in an apartment, there are still reasons why a decrease in temperature is possible:

  • emergencies in the water supply or communications;
  • performing preventive maintenance and repair of network communications.

When performing such activities, hot water is turned off, which does not affect the quality of life of people. But there are norms where the maximum shutdown time is indicated:

  • 8 hours per month;
  • no more than 4 hours in a row;
  • no more than 1 day in case of an accident.

If the deadlines have been extended, then a recalculation of the payment for services is required. A reduction of 0.15% is required.

Checking the norm

Utilities must comply with the standard for the temperature of hot water in the apartment. General position document includes rules for checking compliance. Residents need to be able to check the water temperature. If there are deviations, then you need to file a claim. The water test procedure includes the following steps:

  • you need to open the tap, and let the water drain for about 2-3 minutes, during which time the cooled liquid will be eliminated;
  • then you need to pour water into a special glass;
  • a sensitive thermometer with a scale of 100 degrees must be immersed in the container;
  • you should wait for the thermometer to heat up, after which the readings are recorded.

Although the temperature standard is in a wide range, there may be some deviations. During the day, the indicators differ by 3 degrees, and at night up to 5. For every 3 degrees, a tariff reduction of 0.1% is required.

Where should you apply?

If deviations from the norms were noticed, then it is necessary to contact the housing and communal services. When the reason lies in the accident, the dispatcher will notify you of the duration of the execution repair work. If there are no reasons for lowering the temperature, then an application should be drawn up and submitted.

Consideration of complaints from the population is carried out quickly. To be sure that the application is considered, you need to write down its number, as well as fix the time of the call, the name of the person who accepted the claim. With the persistence of a person, measures must be taken to restore the temperature of the water. If it is not more than 40 degrees, then the tariff should be like for cold water supply.

What to do if the water is of poor quality?

The temperature is set according to SanPiN. The document also indicates other norms that ensure the quality of human life. The water should be clear, without taste or smell. Services are charged, so if something does not fit the norms, you need to complain. Where should I go if there is poor quality water?

Users need to do the following:

  • should call in telling about admission poor quality water, after which you need to ask the dispatcher registration number applications;
  • within a few days, an inspector from a company or housing department should come, who draws up an act on the non-compliance of water with proper quality;
  • if the engineer is not available, then you should call the worker at home management company or neighbors, and draw up a document in which everyone signs.

The finished document has legal force, therefore, an application is drawn up on its basis. The complaint should be written in almost the same way as for temperature. It is necessary to write an application for the head of the housing inspectorate, indicating the regulatory legal acts and the time for consideration of the document. Only as the reason it is necessary to designate "poor-quality water".

After that, a response from the inspector should come, and you can wait for the solution to the problem. A collective application significantly speeds up the review procedure, so the water quality will soon be restored.

Drafting a complaint

In case of violation of consumer rights, a claim is made. It is necessary to write it in a generally accepted way, in a neat and legible handwriting. It is important to indicate to whom the application is intended. Usually the document is drawn up for the head of the management company, which is the supplier of water.

Be sure to indicate all the facts: calls, appeals to employees with applications, visits to the management company. Written complaints are considered much faster, so the results from them will be noticeable soon. It is necessary to save the drawn up acts, documents. All this will come in handy if there is inaction on the part of the service provider.

When is a recalculation needed?

The temperature standard for hot water in an apartment in the summer does not differ from generally accepted rules. Due to deviations, the value must be changed for the period during which the rights of the consumer were violated. There are principles of payment for utilities, which are enshrined in the Decree of the Government of the Russian Federation. There you can also find information about the provision of low-quality services, and the rules for their payment.

Hot water must flow uninterruptedly, and with the proper temperature, quality. Recalculation is made when the deviation from the norm is 3 degrees. And this applies to the increase and decrease in temperature. The cost of the service should be reduced by 0.1%. If the indicator is less than 40 degrees, then the service is paid as for cold water.

To reduce the cost for days or hours, if water was supplied, it is necessary in the following way:

  • the number of days must be divided by the number of days in the month;
  • the resulting amount should be multiplied by the tariff.

The answer will be the amount that is considered a discount for the supply of low-quality water. These simple tips will help you deal with all issues. Such problems must be solved boldly, because personal money is paid for them. Consumer requests are usually satisfied, and the supplier improves the quality of services.

REQUIREMENTS

to the quality of public services

5. … Ensuring that the hot water temperature at the draw-off point complies with legal requirements Russian Federation on technical regulation (SanPiN 2.1.4.2496-09)

P.S. There is an interesting document: “DESOLUTION OF THE SUPREME COURT OF THE RUSSIAN FEDERATION OF MAY 31, 2013 N AKPI13-394”, which, among other things, establishes:

“SanPiN 2.1.4.2496-09, as follows from the content of its clauses 1.1 and 1.2, establishes hygienic requirements for water quality and organization of centralized hot water supply systems (hereinafter referred to as STsGV), as well as rules for monitoring the quality of water supplied by STsGV, regardless of departmental affiliation and forms of ownership, and is mandatory for all legal entities, individual entrepreneurs whose activities are related to the organization and (or) provision of centralized hot water supply systems.

According to the specified SanPiN, the temperature of hot water at the points of draw-off, regardless of the heat supply system used, must not be lower than 60 ° C and not higher than 75 ° C. These sanitary and epidemiological requirements for hot centralized water supply systems are aimed, among other things, at preventing hot water pollution by highly contagious infectious agents of viral and bacterial origin that can multiply at temperatures below 60 degrees, including Legionella Pneumophila, as well as at preventing skin diseases and subcutaneous tissue, due to the quality of hot water (paragraphs 2.3 and 2.4).

Thus, sanitary and epidemiological rules define the requirements for the quality of hot water supplied to consumers in the provision of public services for hot water supply in terms of such an indicator that ensures its safety as temperature. This indicator is characterized by a minimum (not lower than 60 ° C) and a maximum limit (not higher than 75 ° C) and does not allow deviations from the specified temperature regime, subject to which the quality of public services is ensured.

The temperature of hot water in the places of water intake, regardless of the heat supply system used, should not be lower than 60 C and not higher than 75 C.

The temperature of hot water in the tap according to the standard in 2019 is regulated by SNiP (building codes and regulations) N II-34-76 and SanPiN 2.1.4.2496-09. These documents determine the quality of water supplied to residential buildings for household and drinking needs.

Poor quality of tap water

In addition to temperature, hot water must meet parameters such as purity and pressure. What is the use of hot water if it runs in a thin stream or is dirty? High blood pressure is also not a reason for joy: this entails a breakdown of couplings, valves and other elements of the water supply system.

For hot water, pressure limits are set from 0.3 to 4.5 atmospheres. Going beyond these boundaries is a direct reason for applying to the Criminal Code for recalculation.

Impurities in the aquatic environment can be both organic and inorganic origin: rust, getting into the earth system, rotting wood, etc. If such cases are frequent and prolonged, it is necessary to file a complaint with the water utility with a request to inspect the treatment systems, which should be carried out jointly with the housing office.

How to file a complaint?

I live in a house built in 1970. There has never been a major overhaul. The maximum hot water that flows from our tap is 50 degrees (I measured it with a thermometer in the morning and in the evening several times). I think it should be hotter. I applied to various authorities, but they say that there are no water standards. What temperature should hot water be? If according to the norms it should be hotter than 50 degrees, is it possible to recalculate? How to ensure that we have water flowing from the tap at the temperature it should be?

■ You are being misled. The temperature of hot water from the tap should not be lower than 60°C and not higher than 75°C. § P. 2.4. SanPiN 2.1.4.2496-09 "Hygienic requirements for ensuring the safety of hot water supply systems" (approved by the Decree of the Chief State Sanitary Doctor of the Russian Federation of April 7, 2009 No. 20)

Permissible deviation of the temperature of hot water at night (from 00.00 to 05.00) - no more than 5 ° C, and in the daytime (from 5.00 to 00.00) - no more than 3 ° C.

So you have every right to recalculate.

For every 3°C deviation from tolerance, the fee is reduced by 0.1% per hour. And if the temperature of hot water is below 40°C, payment is made at the rate for cold water. The calculation in this case is also hourly.

§ Clause 5 of Appendix No. 1 to the Rules for the provision of public services to owners and users of premises in apartment buildings and residential buildings (approved by Decree of the Government of the Russian Federation of May 6, 2011 No. 354)

If you find that water is not flowing from the tap at the temperature it should be, immediately call the emergency dispatch service. Specify the number of your application and write it down. If the dispatcher does not know the reason for the low temperature, you must agree on the time for the inspection by the specialists of the management company. Based on the results of the check, an act is drawn up, a copy of which must be provided to you.

If the management company does not respond to complaints and does not conduct an audit, you yourself can fix the fact that the service is of inadequate quality. It is necessary to draw up an act and sign it by at least 2 consumers and the chairman of the council apartment building(or chairman of the HOA).

§ Section X of the Rules for the provision of public services ... (approved by Decree of the Government of the Russian Federation of May 6, 2011 No. 354)

Submit to the management company written statement. In it, indicate that you have repeatedly filed complaints, but necessary measurements have not been carried out. Request a recalculation of the fee.

It is good if you have confirmation of your previous complaints (their copies or reference numbers). Indeed, in your situation, the fact of low temperature in the right way (that is, by an act of verification) has not been established. If you conduct the verification yourself, attach a copy of the act to the application.

Be sure to keep a copy of the application submitted to the management company. On it, the specialist of the company must put a mark of acceptance.

If the management company continues to be inactive, file a complaint with the housing inspectorate. If you're not the only one with hot water, apply collectively with your neighbors. You can also apply to the court to request recalculation of the fee. But, as practice shows, it is possible to solve the problem without going to court - through the housing inspection.

Hot water is the same integral part of our comfort as electricity, gas, heating. According to the level of needs, it can be put on a par with satisfying hunger and thirst.

If we turn to the Rules for the provision of public services, then in accordance with sanitary regulations and norms under the legislation of Russia (SanPiN 2.1.4.249 6-09) allowable limits hot water temperatures should be between 60 and 75 degrees.

So, 65 to 75 degrees. These are the values you need to focus on.

The same document reports the permissible deviation rates at the water intake point:

  • if we are talking about night time (from 0:00 to 5:00), then tolerance no more than 5 degrees;
  • if it is a day (from 5:00 am to 0:00 am), then the deviation should not exceed 3 degrees.

Recalculation in case of temperature non-compliance with standards

If the hot water temperature at the time of sampling was only 40 degrees, then payment for its consumption must be made at the rate for cold water. In order for the recalculation to be carried out, it is necessary to make temperature measurements water.

For starters, you should contact the dispatch service of the management company or housing and communal services. Mandatory application fixation about the water temperature below the writing, indicating the number of the application, the time of its acceptance and the name of the dispatcher. It is possible that the drop in water temperature was due to technical failure pipeline or for any other known reason. In this case, the dispatcher is obliged to notify about the emergency mode and the timing of troubleshooting.

If the temperature of the supplied hot water is reduced for unknown reasons, it is necessary to agree on the day and hour taking measurements. Further, after the measurements, an act is drawn up. Number of copies of this document should be equal to the number of participants in the procedure. Based on the measurements taken, whether or not payment recalculation hot water at the rate of cold.

Features of measurements

  1. Drainage of water should be carried out for at least two to three minutes.
  2. It is worth paying attention to where the hot water comes from (for example, from a heated towel rail pipe or from an “independent” pipe).

It is also necessary to eliminate the inconsistency with SanPiN, for this there is an article 7.23 in the Code of Administrative Offenses, it sounds “Violation of security standards utilities" and involves a fine.

Why is this temperature

I would like to understand why the norms of hot water for a residential building 60 - 75 degrees? When developing standards temperature supply hot water, the main points are the reproduction of bacteria and the likelihood of burns. I.e temperature run must be such that harmful bacteria are killed, but at the same time, that the water consumed does not lead to burn injuries. The latter is very important for children's or medical institutions.

fresh and warm water is a great place for breeding and habitat such dangerous bacteria like legionella. This bacterium is very dangerous and can multiply in heating, air conditioning and humidification systems.

For example, in 2007 in Verkhnyaya Pyshma, more than 160 citizens, 5 deaths were recorded.

If we consider temperature regime water, then the impact on deadly bacteria following:

  • 70−80°С: at this temperature, the disinfection process takes place;
  • 66°C: legionella dies within 2 minutes;
  • 60°C: bacteria die in 22 minutes;
  • 55°C: the bacterium is destroyed in 5-6 hours;
  • 20−45°С: temperature of active reproduction of bacteria;
  • below 20C, the bacterium does not multiply.

It would seem that the conclusion is obvious: it is worth supplying hot water with high temperature heating. But there is a downside here. If the temperature of the tap water over 50 degrees there is a chance of getting burned. Water temperature over 65 °C - skin burn in 2 seconds, temperature 65 °C - epidermis burn in 5 seconds, water temperature 55 °C - skin burn in 90 seconds.

Thus, the temperature in the reserve storages for heating and supplying hot water must be very high. But its use is possible only together with the simultaneous supply of cold water.
