Ilyumzhinov himself, according to the tradition established by him, spent every New Year at ITK-1. On his instructions, food, alcohol, and even, according to some reports, drugs were imported there. All this was done in order to use the criminal element in organizing mass riots in the ITK and on the territory of the Republic of Kazakhstan in the event of unsuccessful elections. Sanctions come into force immediately after the publication of the document, and last from July 13, 2018 to January 12, 2019," the statement said.

As follows from the full text of the decision of the commission that considered all misdemeanors Ilyumzhinov over the course of two days, the initial complaint was filed by the current FIDE vice president, and concurrently the acting head of the federation and one of the main contenders in the autumn elections Georgios Makropoulos. But in fact, the presidential council of the organization acted as the plaintiff. At the end of June, hearings were held, at which the committee first took note of the written statement of the position of the parties, and then held a conversation, including with Ilyumzhinov.

In the decision, the committee specifically noted that since November 25, 2015, to this day, the Russian has been on the US sanctions list, although it is not entirely clear what this has to do with ethics. And also decided that from March 2017 to April 2018 Ilyumzhinov repeatedly acted contrary to his obligation to put the interests of FIDE ahead of personal interests, and also tried not to comply with the decision of the Presidential Council, according to which his various duties as President were transferred to Makropoulos. As a result, the ethics committee recognized Ilyumzhinov guilty of violating three points of the relevant code. The motivational part of the decision on 78 pages was sent to the plaintiff and the defendant.

Therefore, back in December 2015, FIDE approved the decision Ilyumzhinov step back from "any legal and financial dealings" by transferring these rights Makropoulos. Then there was a scandal in April 2017, when the official FIDE website reported that the Russian had written a letter of resignation. The head of the federation himself, literally the next day, denied this information and stated that such a question had not even been raised at the presidential council. At the same time, both sides operated with official documents. It was clear that serious passions were already raging within the organization. Ilyumzhinov remained at the head of FIDE, but his powers were further reduced.

Once again, the position of the Russian was shaken in October last year - the FIDE Executive Committee has already transferred all the powers of the head of the federation Makropoulos, And Ilyumzhinov remained, in fact, a nominal president, not deciding anything at all. But at the same time, as it turns out from the current decision of the ethics commission, he tried to sabotage the latest decisions of the presidential council and perform the functions removed from it.

Makropoulos announced his candidacy back in April, and now two more well-known figures in the chess world are being considered as candidates. This is British Nigel Short, who was once the official contender for the title of world champion, and later became a famous coach and chess figure. And for Russia, the main event is the nomination Arkady Dvorkovich, who previously held various positions in the national federation, and for many years served as deputy prime minister of the country's government.

I officially confirm that I am nominating my candidacy for the upcoming elections, - he said Dvorkovich reporters at the end of June. - I requested support from the RCF and other national federations, and I am grateful to my colleagues who almost unanimously supported my candidacy.

However, back then Dvorkovich hinted that Ilyumzhinov still will not go to the autumn elections. His meeting with the press, by the way, took place after the meeting of the ethics committee.
