- Will the opinion of the townspeople on the development of Vladivostok be taken into account in the master plan?

- Yes, today we have received an order from the First Deputy Prime Minister of the Russian Federation Igor Ivanovich Shuvalov to hold once again all the discussions with the residents of the city. We will organize such a process so that everyone who wants to can express their position.

- Can AHML finance the development of master plans for other Russian cities?

We see the demand for rental housing both in places where production facilities are set up and in large cities. Vladivostok is a large city, and many industries are opening here. At the same time, there is not enough housing being built in the city, and it is very expensive, especially small apartments. For example, yesterday I was shown apartments of the so-called hotel type, built in Soviet times, and the cost of a meter in them is 120-150 thousand rubles. There is no such price even in many Moscow districts, since the city authorities have coped with the high rates of rise in housing prices.

We are ready to enter into partnership with any companies that create production in Vladivostok and be reliable assistants in creating comfortable apartments for their specialists. We have experience and means.

First Deputy Prime Minister Igor Shuvalov named 200-300 houses as a target for the rental portfolio of AHML. When can you reach this target?

- The development of rental housing is a rather complex project, it is necessary to formulate certain legislative and tax conditions, which is what we are doing now. I think we will form such a portfolio within three to five years.

- It seems that you have no doubts about the demand for rental houses ...

- Now in Russia more than 200 million square meters of housing are leased. According to various experts, on the horizon for the next five years, about 4 million families are ready to rent housing, provided a good product. We just have to create this product. To be honest, our experience in the development of rental housing in Moscow surprised even ourselves. Of the 283 apartments offered for rent in the Liner MFC, we rented out 270 in less than two months. The demand is very high, and it is necessary for businesses to enter this segment and begin to massively build rental houses in different parts of the city.

AHML this year signed an agreement with VTB to develop standard rental housing. What is the essence of the agreement?

- The task set before us by the government of the Russian Federation is to go to the regions. We entered into a partnership with VTB Group because they have an extensive retail network and a large number of developers' clients. We asked them to choose projects for us that might be of interest to us for rental housing. In addition to searching for projects, VTB can finance regional developers, from whom we will subsequently buy out rental apartments.

- What amount of funds are we talking about?

- We are ready to allocate 25 billion rubles.

- How satisfied are you with the way the mechanism for raising funds for rental housing with the help of a closed-end investment fund is developing?

- We now see a number of difficulties. Several things in the legislation need to be changed to create a solid foundation for investor interest. For example, adjustments are needed for the payment of interest income on shares, it is necessary to equalize in terms of the tax burden of legal entities and individuals who own rental housing, and ideally, to exempt rental funds from taxes altogether, if we are talking about the formation of an institutional market segment. A little later, we will present a draft federal law that will describe all the nuances of investing in rental real estate funds.

- And what is the profitability of the unit investment fund of rental housing today?

- The current yield will be about 6% per annum. Of course, this is not much, but there is still an increase in the value of a share, and according to our forecasts, the total return will be more than 10% per annum. And subject to the creation of certain tax incentives, I am sure we can see a completely different investor demand for this mechanism.

Soon, the AHML should include the Rossiyskiy Kapital bank, which is completing the construction of the Su-155 houses. How are preparations going for this?

- Two bills on transferring Roskap to us were signed by the President of the Russian Federation Vladimir Vladimirovich Putin and became federal laws. We are now preparing administrative acts of the Russian government. In the fall of this year, the process of transferring shares will begin, which will end in December, after which AHML will become the owner of the bank.

- Does the bank have enough money to fulfill all obligations under the SU-155?

- The state of Rossiyskiy Kapital is very good, it does not cause any concerns in us. The bank has passed the audit of the Central Bank and the government of the Russian Federation.

- And what will be the total value of the bank at the moment of entering AHML?

- It will be known based on the results of an independent assessment.

As far as I know, AHML is actively involved in the government working group on the implementation of blockchain technology in our lives. What questions do you deal with?

- We have several projects there. So, together with VEB, we are implementing a pilot project on the use of blockchain technology when registering equity participation agreements in terms of information interaction between Rosreestr and the Fund for the Protection of the Rights of Citizens - Participants in Shared Construction, and together with Sberbank we are conducting a project on an electronic mortgage.

- And when can blockchain become a reality in the real estate market?

- Already at the beginning of next year, a pilot transaction will be carried out to register a preschool educational institution using blockchain technology.

Recently, AHML has become more active in putting up for auction the lands transferred to the agency for the development of housing construction. Has anything changed in the agency's strategy?

- Indeed, for some time we took a break to deal with the legacy that we received from the RHD Foundation. Part of the sites - about 600 plots with an area of ​​more than 7 thousand hectares, we had to return back to the treasury, since they are not in demand by developers. Large sites adjacent to capital cities are no longer in demand: people do not want to live in the suburbs, and companies are faced with the need to develop projects within the city limits.

- How many plots are at the disposal of AHML today?

- At the moment, in various constituent entities of the Russian Federation, we have about 259 plots with a total area of ​​2.2 thousand hectares, which are under construction or put up for auction.

And the last question. Amendments to the equity legislation, adopted together with the law on the creation of a compensation fund for equity holders, caused a large number of complaints among developers. How does AHML relate to these remarks, because it is in the structure of a single development institution that the compensation fund will operate?

- If a developer works transparently and uses the money collected from citizens for the construction of houses intended for them, then he has absolutely nothing to fear. Another thing is that in our market many are accustomed to the "boiler" method of financing. Changes in legislation, like all the actions of the Ministry of Construction of Russia in recent years, are aimed at increasing the openness of the market for new buildings, so that developers would stop cheating people. What usually happens to so-called problem developers? Our banks are strong financial institutions and do not give loans to developers, whose risks they fear. And then the developer goes to an unprotected person and takes all his savings for free, without interest. Do you understand how much risk is borne by an ordinary buyer in this case? And the federal and regional budgets have to pay. So in this situation, I do not consider the increased requirements for developers to be excessive.

The state sets new tasks for the development institution, mostly in the field of construction and housing and communal services - increasing the affordability and comfort of housing, improving the quality of the housing stock, attracting investment in housing construction, construction of engineering infrastructure and production of building materials. It is necessary to ensure the synergy of the competencies of all currently existing state development institutions in the housing market - from the sale of land plots to the sale of finished housing to citizens.

“The basic tasks, according to the profile ministry, have been completed by AHML. Last year, Russians took out mortgage loans in the amount of over 1 trillion 700 billion rubles. These are record numbers demonstrating that the mortgage has started working, ”noted Mikhail Men. According to the minister, the new structure, which it was decided to create, will solve more complex problems, which include not only the development of mortgages, but also the development of infrastructure and the allocation of land.

The work of the AHML Supervisory Board and the RHD Foundation Board of Trustees will also be consolidated. “Considering how important the future institute is for the industry and for our department, I decided to appeal to the Prime Minister with a proposal to include one of the deputy prime ministers in the supervisory board of the joint structure to strengthen the work of the future unified development institute,” emphasized Mikhail Men ...

“The merger of the two development institutions will take place in the near future. Already in May, it is possible to introduce a bill to unite the two development institutions in the State Duma. By the fall, the structure of f will actually work, and by the beginning of the year all the relevant procedures will be completed, ”said Alexander Plutnik.
