    Ranking cities based on the "rank vector of dynamics" in the period 2002-2011.
    The ranking is the result of a scientific study conducted by Professor B.S. Zhikharevich and associate professor O.V. Rusetskaya (ICSER ​​Leontief Center). In the course of the study, fluctuations in the dynamics of socio-economic development of 120 large Russian cities (including 77 administrative centers of the regions) were assessed. We used 9 indicators, the growth of values ​​of which can be unambiguously interpreted as evidence of the positive development of the city. The rank vector of dynamics is a sequence of nine digits corresponding to the number of the rank group, which included the city in each of the periods under consideration (2003-2011). The following types of urban trajectories are identified: stably leading; consistently lagging behind; accelerated development; slowing down development; oscillating (with multidirectional dynamics).

    The rating was prepared by the SGM rating agency, published in 2015. Compiled in accordance with the principles of sustainable development of the territory. It covers 173 cities of Russia, with a population of over 100 thousand people. As a methodological basis, the concept of a triune bottom line was used, which takes into account economic results, social and environmental components. To prepare a rating based on 32 indicators (open data of municipal statistics published by Rosstat), the index of sustainable urban development was calculated. Among the methodological approaches to calculating the rating, one can note the use of weight correction factors (determined by the method of expert assessments) and linear scaling (determining the position of a city among other cities with the assignment of a private index from 0 to 1).

The problem of improving the quality of life in the country as a whole and in the regions of Russia is the most important strategic task at the present stage of social development. To quantify the imbalances in this area, the RIA Rating agency of the Russia Segodnya media group prepared a rating of Russian regions in terms of quality of life for the Russian Investment Forum.

The rating was built on the basis of a comprehensive accounting of various indicators that record the actual state of certain aspects of living conditions and the situation in the socio-economic sphere. When calculating the rating, 72 indicators were analyzed, which are combined into 11 groups that characterize the main aspects of the quality of life in the region: the level of income of the population; employment of the population and the labor market; housing conditions of the population; security of residence; demographic situation; ecological and climatic conditions; public health and educational level; provision of social infrastructure facilities; level of economic development; the level of development of small business; development of the territory and development of transport infrastructure.

The positions of the constituent entities of the Russian Federation in the final rating were determined on the basis of the integral rating score, which was calculated by aggregating the rating points of the regions of the Russian Federation for all analyzed groups. The group's rating score was determined by aggregating the rating points of the indicators included in the group.

Our main centers of attraction for the workforce: Moscow, St. Petersburg and the Moscow Region again became the leaders of the rating. These three have been at the top of the rating for many years, with high rating points that are not yet attainable for other regions. Most likely, this situation will not change in the coming years. Based on the 72 indicators taken into account, a rating score was calculated, which serves as an assessment of interregional differences and a criterion for ranking regions.

The ranking results indicate that the stabilization of the economic situation in 2017 had a favorable effect on the quality of life in most regions. The average rating score of all regions in the Rating of Regions by Quality of Life - 2017 was 45.12, which is 1.16 points more than in the Rating - 2016. In the previous year, the average rating score of all regions increased by only 0.35 points. The consolidated rating score increased in the 71st region, which is due to the improvement in the indicators taken into account when calculating the rating. At the same time, of the fourteen regions in which the aggregate rating score decreased, only five of the decrease exceeded 1 point.

According to the results of the rating, the first and last ten regions remained practically unchanged. At the same time, despite the relative stability of the distribution of regions at the poles of the rating, the positions of a number of regions in the middle of the list have changed significantly. The positions of 14 regions changed by more than five places, of which ten improved their positions and four worsened.

The first positions in the rating of regions in terms of the quality of life are still held by Moscow, St. Petersburg and the Moscow Region, whose aggregate rating score exceeds 70 (possible minimum - 1, possible maximum - 100). At the same time, the value of the consolidated rating score of the Tyumen region in the Rating - 2017 increased by 0.68 points, thus, the decrease in its position in the rating is largely due not to the deterioration of indicators, but to the fact that in a number of other regions the indicators have improved more significantly.

The composition of the last top ten has not changed compared to the previous year. At the same time, in five regions from the last ten, the value of the consolidated rating score increased, which indicates an improvement in most of the indicators taken into account when calculating the rating. Among the regions out of the top ten, the consolidated rating score increased for the Republic of Kalmykia, the Republic of Tyva, the Jewish Autonomous Region, the Kurgan Region and the Republic of Buryatia. Nevertheless, the distance to the national average level in these regions is quite large.

Growth and decline leaders

In the current ranking, ten regions showed growth by more than 5 places. The most significant growth in positions was demonstrated by the Republic of Crimea, the Yamalo-Nenets Autonomous Okrug, and the Republic of Khakassia. The growth leader was the Republic of Crimea, which moved from 66th to 55th place. For the second year in a row, the Republic of Crimea has shown a significant improvement in its positions, which is a consequence of positive changes in the social and economic spheres.
