Entering a university from a large family. Benefits for large families entering the university

Support for large families in Russia is carried out at the federal and regional levels. Taking into account their national and cultural characteristics, demographic conditions and budget, each region independently determines what a large family is.

What is a large family

State support for large families at the federal level

In accordance with Presidential Decree No. 431, state assistance to large families in 2020 will be carried out in the following areas:

  • Taxation;
  • land relations;
  • Medical care and nutrition;
  • Education of children and parents;
  • Farm management;
  • Employment;
  • Department of Housing and Utilities;
  • Transport services and others.

Which authorities should be contacted to receive benefits? These are the Pension Fund, the territorial department of social protection of the population, multifunctional centers (acting as a link between citizens and the body implementing social policy).

The main document for obtaining benefits is a certificate of the status of a large family, issued by the Department of Social Security. The applicant collects the necessary documents, then writes an application. Within a month, the competent authority considers the appeal and gives a positive or negative answer.

Employment and retirement benefits of parents with many children

When concluding an employment contract, a mother or father with many children can count on the following benefits:

  1. Early retirement of a woman (at the same time, the length of service must be at least 15 years, and the age must reach 56 years if she has four children and 57 if she has three children).
  2. Additional two-week annual leave (condition - more than 2 children). This leave is not paid and is issued at a time convenient to the parent. It can be combined with the main rest or taken separately.
  3. One additional paid day off per week (for a 40-hour work week). At the same time, both parents must work under an employment contract.
  4. Accrual of pension points on maternity leave for each born, the amount of which is designed to increase the basic pension. Each working year, in accordance with the existing pension system, is evaluated by pension points. They affect the size of the future pension. The law provides that the pension period can be increased by including periods of caring for a child up to the age of 1.5 years, but not more than 6 years in total.
  5. Assistance in finding employment from the employment service (selection of home or temporary work).

For registration, you need documents proving the identity of parents and children, a certificate from the passport office on the composition of the family, a certificate of income for each parent issued by the tax service, children's TIN and photos of all family members who are over 6 years old.

To qualify for an early retirement, a mother must give birth to 5 children and raise them up to 8 years of age, or give birth to two, but the length of service increases by 5 years, and labor activity should have been carried out in the Far North. Attention! In October 2018, a law was approved to provide parents with many children with new labor benefits in the form of the right to prioritize the timing of the actual vacation. Key condition: there must be at least 3 children in the family and the age of each of them is under 12 years old.

Preferential medical care, food and welfare

Additional social support is expressed in the following benefits for families with three children:

  • Free prescription drugs for children under 6 years of age;
  • Priority care in hospitals;
  • Free supply of vitamins for children;
  • Free lunches and breakfasts for schoolchildren;
  • Rest in camps and sanatoriums without payment;
  • Issuance of school and sports uniforms;
  • One free visit to a museum, exhibition or amusement park (no more than 1 time per month);

Mother or father can come to school with all documents and apply for free meals. In addition to passports and certificates, it is necessary to provide data on the registration of minors, papers on the income of parents. After reviewing the documents, the school will redirect them to the social security authority.

You can compensate for a self-paid trip by submitting a check, a document confirming that the child is in the camp and an agreement to the social protection department. Travel to the sanatorium is paid by the parent only half.

State provision of land and housing

The status of a large family gives the right to provide a land plot with an area not exceeding 15 acres. The land can be used for housing construction, summer cottages or gardening.

What a large family in its region has the right to receive is a plot whose area cannot be less than 6 acres.

The legislator also provided for other options for this category:

  • housing subsidy for building a house;
  • free social housing under a rental agreement;
  • provision of state-owned apartments.

In an apartment leased or owned, there must be all communications: heating, electricity, sewerage and water.

With the help of a subsidy, you can pay off debt or interest on housing purchased with your own funds.

The local authorities have the right to give a large family a preferential loan, a subsidy or an interest-free loan for the construction of a house and the purchase of building materials. The mortgage in this case does not provide for a down payment, the payment period is longer, and the first payment is deferred for 3 years.

Since 2018, a program of state subsidies for mortgage loans has been launched. Now large families will be able to participate in preferential mortgage lending at a rate of 6%. To participate fully, you must:

  • the birth of the 3rd or subsequent child after 01/01/2018, but before 12/31/2022,
  • purchase of housing in the primary real estate market,
  • initial contribution at the expense of own funds of at least 20% (including MSC).

In April 2020, a decision was made to subsidize a mortgage loan indefinitely under this program.

Registration of housing and land benefits

Rosreestr conducts a legal check when registering property rights, taking into account the following factors:

  • Parents are officially married;
  • The family owns no other land;
  • Children live with their parents;
  • Parents are registered as needing housing;
  • The family has Russian citizenship and has been living in this subject for 5 years.

Those families who do not have their own apartment or the area per person is below the established norm can apply for an apartment. It also takes into account the amount of all income in accordance with the living wage.

The queue may be refused if the fact of intentional deterioration of living conditions is established (exchange of an apartment for a smaller one, registration of a large number of people, sale or division of housing, fictitious transactions with living space).

Title papers for housing and evidence of its accident rate are added to the main package of documents. Within a month, the citizen receives a receipt confirming the inclusion of the family in the queue for housing or land.

Tax credits for large families

In order to save money for those with many children, the state has provided for them tax deductions - amounts of money from which income tax is not levied.

They are:

  • Standard (for each minor);
  • Social (one-time amounts returned by the tax service after payment).

At the same time, children, the child should not be older than 18 years old or, if he is older, he must study full-time .. Parents with many children provide their employer with an application, a birth certificate, a certificate from a technical school (institute, college), a certificate 2 - personal income tax.

Tax incentives for large families in 2020 provide for:

  1. Reduced rates of land tax or its non-payment for a specified period;
  2. Exemption from paying rent for a plot for a peasant or farm enterprise;
  3. Opportunity not to pay the registration fee when doing business;
  4. Refund of amounts paid for kindergarten from 20 to 70% depending on the number of children.

Last changes

Our experts monitor all changes in legislation in order to provide you with reliable information.

It is not easy to enter a higher educational institution on a budget, and paid education is quite expensive. Therefore, parents with many children face the question of whether their children will have benefits when passing exams.

It is the direct duty of every young citizen to take advantage of them, because his future employment and a secure life depend on it.

Who is supposed to

By the Decree of the President, the criteria for large families are determined by the regional authorities at the local level. This takes into account the cultural and economic characteristics of the subjects.

Basically, this status is assigned to parents raising more than two children. But in some republics where large families are a national feature, for example, in Ingushetia, families with many children become only after the appearance of a fifth child in them.

In recent years, in some regions, which include Tyva and Mari El, the threshold for large families has decreased from four to three children.

But to obtain the status, a number of other conditions must be met:

  1. Certain age. In some subjects, children are considered to be persons under 16 years of age, and in full-time education up to 18 years. In others, those who have not yet turned 18, and when studying full-time or undergoing military service, up to 23.
  2. Cohabitation in the same area with parents. If, during a divorce, one child remains to live with his father, and two with his mother, such a family will lose the title of having many children.
  3. In most regions, both adoptive parents, guardians, and citizens who take care of babies are considered parents. But in some of them, for example, in the Astrakhan region, when determining the status, children under guardianship and guardianship are not taken into account.
  4. Parents should not be deprived of their rights to children taken into account when assigning status, adoptive parents should not cancel adoption, etc., restriction of rights is not allowed.
  5. Children given to the state for full support (to a boarding school, etc.) are not taken into account.

But even if all the points are observed, the family will not be able to enjoy the benefits due to it. One of the parents must apply for a certificate of having many children to the social protection authorities at the place of registration or actual residence.

If the average income in the family is below the subsistence minimum established in the given region, social security will issue a certificate stating that the family is poor. In some regions, it is she who is a guarantee of obtaining local benefits.

What benefits can children from large families expect when entering a university

Local authorities should explain to parents with many children their rights and benefits that they are entitled to enjoy:

The letter of the law says that when a child reaches the age of 18, the status of a large family is removed from the family. But if he continues to study full-time, and it doesn’t matter if it is paid or free, this title will be retained.

Children from such families are accepted out of turn to schools at their place of residence, to kindergartens, but federal law does not provide for any benefits for entering universities.

Not only gifted children can study at a Russian university on a budgetary basis. Some applicants have special admission rights that they are entitled to use.

Benefits are provided for young people from socially vulnerable families and are of the following types:

  • admission without participation in the general competition and without passing the exam;
  • enrollment of certain categories of beneficiaries according to allocated quotas;
  • preferential admission with the same scores with other applicants.

There are several preferential categories of persons for out-of-competition enrollment in higher educational institutions:

  1. Winners and prize-winners of the Olympiads can enter without USE results, ahead of schedule. Recently, each leading university has its own competitions, in which everyone participates. Diplomas of 1-3 degrees of the All-Russian Olympiad for schoolchildren or competitions from the List of the Ministry of Education and Science can receive benefits.
  2. Disabled children of groups I and II, disabled children. They enter according to quotas, which each university is obliged to allocate under the law. After enrollment, they retain full support from the state, and also receive compensation for hostel fees.
  3. Children of participants in hostilities, citizens who took part in the liquidation of the Chernobyl accident and some other categories of persons. Preferential income at the expense of budgetary funds and the provision of a hostel if necessary.
  4. Young people under 20 who have only one disabled parent of group I or II (quota).
  5. Children of those killed in the service of the military and prosecutors, children of nuclear weapons testers. Preferential enrollment.

These persons can take free preparatory courses before entering.

If a child from a large family does not have the above factors, then he will act on an equal basis with other applicants.

But, depending on the region of residence, he may be entitled to compensation for travel to the place of study, the purchase of clothes, free meals. This support is of great help to students.

In some universities, the documentation regulating their activities enshrined the right to transfer children from large families from a paid form of education to a budget one, subject to good academic performance. This category of students will have an advantage when a budgetary place is released.

How to use

In our country, anyone can enter different specialties in several higher educational institutions at the same time. But if he has a benefit, you can use it only once. Therefore, it is necessary to carefully choose the place of study.

Upon admission, an applicant with benefits must provide the selection committee with a package of documents that contains confirmation of the right to preferential enrollment.

If this is a disabled person, then the conclusion of the medical commission with a specific diagnosis. If the child of a deceased soldier, then a certificate from his place of work. Children of a disabled parent - a certificate of his illness.

The legal department of the university considers separately each candidacy of the beneficiary. The applicant can learn about the results of enrollment from the list of first-year students. If his name is not there, then he did not enter. In case of disagreement with the decision of the commission, you can contact the administration of the educational institution for clarification.

If the results of the proceedings do not suit the applicant, a request for review of the results of admission should be submitted to the Ministry of Education, and then a statement of claim in court.

Required documents

Documents required to submit to the university in order to confirm benefits:

  • Russian passport of the applicant;
  • Photo;
  • paper about the disability of the child or his parent (the first or second disability group);
  • certificate of family composition (one of the parents is missing);
  • paper from the place of employment of parents;
  • diploma of the winner of the Olympiad;
  • gold medal, certificate with honors;
  • champion's certificate, gold badge;
  • rehabilitation program, individual for each disabled person;
  • family income documents;
  • certificate of Chernobyl;
  • military paper.

Benefits for admission to universities help young people with difficult life situations to become students and make their life easier. Legislation is silent regarding children from large families entering universities.

The law on education does not contain a list of persons who may have special rights when enrolling members from large families. Therefore, if they have no other reasons for receiving benefits, then they will act on a general basis.

Some applicants can count on preferential admission to state-funded places in the higher educational institution of their choice. The categories of beneficiaries are listed in Federal Law No. 273-FZ “On Education in the Russian Federation”. When a child from a large family is assigned to one of the groups, he receives the right to receive preferential free higher education

Higher education opens the way to more paid and promising work. Admission to an institute or university in a budgetary department is currently not an easy task. Paid education is not available to all citizens, especially if they are raising more than one child. Therefore, benefits for families with many children when entering a university can significantly help such children to count on a diploma of a higher educational institution without investing significant material resources.

The main regulatory document in the field of benefits for admission to a university at the federal level is Federal Law No. 273-FZ of December 29, 2012 “On Education in the Russian Federation”. It lists individuals who are eligible for privileges for admission to universities. Some preferences can be established by regions and educational institutions themselves.

List of persons eligible to apply for benefits

According to Federal Law No. 273-FZ, priority for admission to a university is given to:

  • prize-winners and winners of the last stage of the All-Russian Olympiad for schoolchildren, members of the national team of the Russian Federation in international Olympiads - according to the profile of Olympiads;
  • winners and medalists of the Olympic Games (including the Paralympic and Deaflympics), gold medalists of the World and European Championships - in the direction of physical culture and sports;
  • disabled children with 1 and 2 disability groups, disabled since childhood or as a result of a military injury or illness that developed during military service;
  • orphans and those left without parental care, war veterans.

Citizens from the first two groups are admitted to an educational institution without entrance examinations and the existing competition.

Attention! Orphans and those left without parental care, as well as war veterans, will be able to use the quota and enroll in a university on preferential terms only until 01/01/2019.

Similar benefits are available for college admissions.

About additional points for admission in the following video:

A child from a large family who wants to get a higher education, but is not included in any of the above groups, enters a university on a general basis. Or, for starters, they can receive primary or secondary vocational training at a school or technical school.

Types of benefits for children from large families entering a university

In itself, having many children does not give privileges for preferential higher education. Especially when you consider that there is a rather high competition for most specialties. Legislation provides for a number of cases when a child of citizens with many children can count on receiving higher education at public expense.

Quotas

Such grounds include quotas for certain categories of applicants. A higher education institution must allocate at least ten percent of places for study at the expense of budgetary funds from the total number of students. According to the quota, they have the right to enter:

  1. orphan child;
  2. a child left without parental care;
  3. a disabled child, as well as a disabled person of the 1st or 2nd group;
  4. a child under the age of twenty, brought up by one parent with a disability of group 1, if the family is recognized as poor;
  5. child of the deceased Hero of the Russian Federation, USSR, full holder of the Order of Glory;
  6. a child of an employee of the prosecutor's office, police department, the National Guard, the Federal Penitentiary Service, the Ministry of Emergency Situations, the Investigative Committee, customs, who died as a result of an injury or illness received in the service;
  7. combatants and veterans;
  8. persons who took part in the testing of nuclear weapons, as well as prevented the consequences of nuclear accidents;
  9. contract servicemen with more than three years of experience and conscripts with recommendations from commanders for entering a university;
  10. persons who, on duty, performed tasks in the conditions of the armed conflict in the Chechen Republic (police officers, the Ministry of Emergency Situations, the Federal Penitentiary Service, military personnel).

Initially, a citizen from these categories is admitted to the preparatory department, where he studies for free and receives a scholarship. When an applicant is not only from a large family, but also belongs to one of these groups, he is entitled to benefits upon admission. Existing quotas are reviewed annually.

Attention! Admission to the university is carried out in a preferential order according to the quota, if the entrance examination is successfully passed by the person.

There are also target quotas - when the student's education is paid for by the enterprise for which he will come to work, having received a profession. In this case, an agreement is concluded between the organization, the applicant and the university. If a child from a large family is included in this category, then he will also be granted benefits upon admission.

Regional privileges

A number of constituent entities of the Russian Federation establish additional privileges for students from large families:

  • travel on intracity and suburban public transport is carried out free of charge;
  • food in the canteen of an educational institution (school, technical school, college) is free;
  • free provision of educational literature;
  • Compensation for travel to the place of study and back (once a year);
  • purchase of tickets to cultural institutions on preferential terms.

Separate preferences for applicants from large families are not provided by regulatory documents.

Special payments

Educational institutions set special payments. They are carried out in a different amount than the usual academic scholarship, and are of a social nature. This payment is intended to support the following categories of students:

  • orphans and those left without parental care, including those who lost them during their studies;
  • from among the persons exposed to radiation;
  • disabled people of groups 1 and 2, disabled since childhood;
  • from poor families.

Attention! The right to the payment is received by the student at the daytime budget department. The social scholarship is paid along with the academic (for academic performance).

A social scholarship can be assigned in an increased amount if the student shows success in studies, does not have satisfactory grades (triples) and debts. Its amount should not be lower than the subsistence minimum in Russia.

An educational organization has the right to establish other types of material assistance at the expense of the funds that it receives from income-generating activities.

Special rights upon admission

  • military children with service experience of 20 years or more - upon admission to military educational organizations;
  • winners and prize-winners at school Olympiads within 4 years after them - upon admission to specialized specialties;
  • graduates of educational institutions run by state bodies that implement the policy of preparing children for civil service or military service - upon admission to universities of the corresponding direction.

Among the designated groups may be a child of citizens with many children, which will give him an additional opportunity to enter the budget department.

Benefits for teaching mothers of large families

At the federal level, a woman raising more than two children and recognized as having many children is not provided with separate privileges when entering a university, unless she simultaneously belongs to a privileged group (disabled, combat veteran, etc.).

If a student, being a mother, is in a position, she can take an academic leave without losing her place in an educational institution. In case of receiving it during the period of study of the scholarship, the right to it remains even after leaving the maternity leave.

The procedure for issuing privileges

Where to go

Admissions to the university are dealt with by the admission committees of these educational institutions. Accordingly, documents that provide the applicant with advantages in passing entrance examinations are provided in them.

What documents to provide

The applicant upon admission provides:

  • documents proving his identity and citizenship;
  • data on education received;
  • documents giving the right to benefits upon admission.

The latter category includes information: about disability, about winning or winning a prize in a regional, all-Russian or international Olympiad, about being included in the national team of the Russian Federation in a subject, and so on.

The video will tell about the documents for admission to the university:

Denied benefits: what to do

When an applicant is sure that he is entitled to a privilege when entering a university (for example, he is disabled) and at the same time he successfully passed the entrance examinations, but he was not enrolled in education on a budgetary basis, this is a reason for a complaint. You can contact the supervising educational institution (for example, the Ministry of Education and Science of the Russian Federation), the prosecutor's office or the court. A complaint to the first two instances can be brought in person or left an electronic appeal on the official websites of departments.

Benefits for large families when entering a university

Currently, there is only one legal act that gives an advantage to large families for admission to a university. The legal act was issued by the President in 2003, the effect of which is up to date. In 1999, a bill was developed that was adapted for large families, but unfortunately it was not signed, a small part of the project, which was present in the bill, entered into implementation.

What families are considered large

Large families are those families that raise more than 3 children. To receive benefits, children do not have to be relatives, the state also supports children who have been adopted or adopted.

Until what period of time does the state provide support?

Legislation from 2003 is currently in force, which states that assistance in the mental development of children is carried out until the age of 23. After one of the children reaches a certain age, the student ceases to receive support from the state in terms of material costs, the legislation does not apply to other children.

What benefits does it support children when entering a university

The state took care of children who are not alone in the family, and endowed them with benefits for easy entry into a higher educational institution, the list of such state norms includes:

  • low score for admission;
  • entrance exams are simplified;
  • instant budgetary basis, without considering a high school diploma or a college degree.

After enrolling in a university, it is possible to transfer to another educational basis, therefore, from a budgetary basis to a commercial one, but this is due to successful study.

Special payments

The heads of the country are constantly developing projects to improve families, on the basis of state assistance, material payments are made, such as:

  • receiving material assistance in the amount of 10 thousand rubles annually by September 1, provided that parents are raising ten children or more;
  • receiving 10 thousand rubles by the international family day, with the obligation that there are ten or more children in the family.

Regional benefits

Because the federal no benefits for large families when entering universities have been developed, benefits are accepted at the subjective level of the Russian Federation, which will not affect the continuation of studies and support from the state.

What benefits are there to support

The government took into account all possible problems during the period of study, such problems include travel to the place of study, food, buying things necessary for life. Not all of the material amount is covered, but part of the costs will be covered, such amounts from the state can replenish the student's wallet, or the family budget.

How to use benefits for admission

When submitting documentation to the desired university, along with all documents, you must attach an official certificate stating that you are allowed to use this privilege upon admission. This certificate is considered by the legal department of the place of the desired institution, after which a decision is provided, positive or negative.

Where to go to file a complaint in case of a refusal situation

Universities do not always make positive decisions in favor of the applicant, what to do if there was a refusal to enroll. The list of documents for admission should not be a fake, but the official documentation of a person, if, with full observance of the rules, a negative answer followed, then a complaint should be filed with the following state authorities:

  • department of education;
  • Ministry of Education and Science;

Benefits for admission to a university for large families in Russia

Let's analyze what benefits the legislator has allocated for large families upon admission. Does the concept of large families exist at the federal level? How to take advantage of admission privileges.

How is admission to the university

Admissions committees work strictly within the framework of the internal documents of the educational institution. These are published on the basis of federal and regional laws. The general rules are:

Legislation

The methodology for organizing the admission of applicants for state-funded places is described in Law No. 273-FZ of December 29, 2012. Article 71 regulates the provision of benefits to applicants upon admission. These are of different types. So, depending on the category, young people can apply for the following concessions:

  • admission without entrance examinations (out of competition);
  • enrollment within the preferential quota subject to successful completion of entrance examinations;
  • pre-emptive right to enroll, subject to successful completion of entrance examinations and other equal conditions;
  • admission to the students of the preparatory department on a budgetary basis in federal state educational organizations of higher education;
  • other special rights defined by federal, regional legislation or local regulations.

Out of the competition, young people who have proven themselves at school can become students. This preference is due to:

  • winners of the final stage of the All-Russian Olympiads for schoolchildren (if the application is submitted for a profile specialty);
  • members of the national teams of the Russian Federation participating in international olympiads;
  • champions and prize-winners of the Olympic, Deaflympics and Paralympic Games, World Champions, European Champions who won the European Championship (only in the specialty related to sports).

Who gets quotas

The categories of applicants for whom budget places are quota are listed in subparagraph 7 of Article 71. They are as follows:

The official definition of a large family

Finding out the presence or absence of privileges should be continued by disclosing the privileged status itself. The fact is that federal legislation does not contain such. The concept of a large family is traditionally used in Russia. In addition, usually these include cells of society with three or more children.

However, the legal status is approved only in regional laws. Indeed, most regions recognize a large family in which three or more native or adopted minor children are brought up.

However, the rules are not the same everywhere. For example, in the Moscow region, the status is granted to parents raising three children under 16 years of age. If children are trained, then boys and girls up to the age of majority are taken into account. And in Udmurtia, the age criteria are higher. To obtain the status of having many children, it is necessary to raise three or more children until the age of majority. If a boy or girl studies full-time, then the threshold is shifted to 23 years.

Important: certain preferences for people from large families, including those for admission to universities, are provided for within the framework of regional laws. They apply only to permanent residents of a particular subject of the federation.

Is it possible for large families to enter the quota

Federal legislation did not provide for benefits for children who were raised by parents with many children. However, the article lists other categories. In order to be guaranteed admission to a university, you need to do the following:

  • organize the child's occupation so that his talents are revealed at an early age;
  • do not interfere with the participation of the child in competitions and olympiads;
  • constantly encourage your son or daughter to achieve high results.
  • serve in the army for military service or under a contract (at least three years);
  • has the status of a Chernobyl (equivalent);
  • in other situations listed in the law.

Regional preferences

Local authorities establish various privileges for parents with many children and their children. The main ones include the following:

  • funding for meals in schools and mid-career vocational institutions;
  • free provision of textbooks;
  • privilege for the use of transport routes (depending on the region):
    • citywide;
    • suburban;
  • compensation for travel expenses to the place of study and back (once a year);
  • organization of recreational activities in the summer without charging a fee (only for schoolchildren);
  • providing discounts for the purchase of tickets to cultural institutions.

For information: mothers who have raised more than three children under eight years of age are entitled to early retirement.

Conclusion

The Russian legislation lists the categories of applicants who are entitled to preferences for admission:

  • out-of-competition admission to the course;
  • Extraordinary inclusion in the list of first-year students, subject to successful completion of test tasks.

The list does not include a category associated with the status of having many children. Such is not disclosed at all at the moment in the Russian legal field. To get a promising and highly paid position, you must have a diploma of education at a university. Now it is extremely problematic to get a budget place, and not everyone can pay for their studies at the institute, especially if there are several children in the family. Russian legislation establishes benefits for admission to a university as a means of helping minors in obtaining education without significant financial investments.

Are there benefits for large families when entering a university, college or technical school

By decree of the President, the regional authorities independently establish the procedure and the benefits they are entitled to. When issuing acts, the bodies take into account the peculiarities of the economy and culture of a particular subject.

In most cases, the status of large families is given to parents who have three or more children. This figure differs in some regions. For example, in Ingushetia, the right to receive the status after the birth (adoption) of the fifth baby. This is due to the fact that a large family in the republic is a national feature.

Some regions, on the contrary, have reduced the number of children that allow them to obtain the corresponding status (for example, Mari El, Tyva, where this number has decreased to three instead of the former four).

Benefits for large families when entering a university are a type of social guarantees provided to citizens. It is important to know the procedure for obtaining status. To do this, the following conditions must be met:

  1. Children live with their parents. In case of divorce of parents with separate residence of children, this condition is considered non-compliance.
  2. Children must be minors (under eighteen or under full-time education/military service - twenty-three). In some regions, the age is less than sixteen years (under special conditions, less than eighteen).
  3. Children may be born, adopted, or under guardianship. In the Astrakhan region, minors under guardianship, guardianship are not taken into account when calculating children.
  4. Parents should not have restrictions on their powers (deprivation of rights, etc.).
  5. Children should not be fully supported by the state (for example, in a boarding school).

Parents who have issued the appropriate status of large families are entitled to apply for educational benefits.

Types of benefits for children from large families entering a university

Benefits for admission to a university or college for large families are divided into three types:

  • obtaining a place without passing the entrance exams and passing the competition;
  • getting a place by quotas;
  • a preferential opportunity to enter with an equal number of points from other applicants.

Depending on the place of residence, educational benefits may include compensation payments for travel to the location of the university and the purchase of clothes, the provision of a place in a hostel, meals, the issuance of stationery, etc.

Some educational institutions prescribe in the statutory documents that preferential categories of students have the right to switch from a paid to a budget place due to good academic performance, if such places are free.

Quotas

According to the norms of Russian legislation, each educational institution must provide quotas as benefits for large families when entering a college or university. This should be recorded in the internal papers of the institution.

Quotas are also provided to families raising three or more children. The number of allocated seats and the value of privileges are determined by internal papers. At the state level, such norms are not established.

Regional privileges

In the region, privileges may include the following benefits, together with allocated quotas:

  • partial compensation for the cost of food, clothing;
  • tax incentives for transport;
  • obtaining a land plot for use;
  • issuance of funds (certificates) at the birth of the third and subsequent babies;
  • flexible work schedule;
  • lowering the retirement age for mothers;
  • training of parents on a gratuitous basis in areas that are in demand in the region.

All of the above will greatly facilitate the training of a family member.

Special payments

Special payments (social) can be established by institutions in local acts. The amount of monetary compensation depends on the academic scholarship. The money is owed to the following groups of students:

  1. Orphans and children left without parental care (including their loss during the period of study).
  2. Persons who have been exposed to radiation.
  3. Disabled since childhood, the first or second group.
  4. The poor.

All payments are due to full-time students only. If a member of a large family studies well, the amount of social benefits may increase. Its minimum size cannot be lower than the minimum wage. Local acts of the institution may establish other types of financial assistance to students.

Special rights upon admission

Different groups of applicants are endowed with advantages in enrollment. This includes the following categories of applicants:

  • graduates of institutions of a specialized type, related to the jurisdiction of the authorities, which train civil servants or the military.

Citizens belonging to any category receive additional privileges when enrolling in budget places.

How an applicant can take advantage

Members of families recognized as having many children are entitled to receive benefits by contacting local bodies for the protection of citizens or branches of multifunctional centers in the region. The procedure for documenting educational benefits is determined by the regions autonomously.

In these institutions, citizens can consult on the list of papers provided by applicants for receiving educational benefits, receive legal assistance in case of refusal of certain authorities to realize benefits, etc.

List of required documents

To receive benefits for studying at a university, you must provide the following package of papers:

  1. Passport.

Benefits for teaching mothers of large families

Moms upon admission to a university are provided to those mothers raising children without a father who are officially recognized as singles. This status is assigned to the following categories of women:

  • the woman bore and gave birth to a baby not in marriage, the paternity of the man has not been established;
  • the baby was born after the end of the three hundred day period from the date of the divorce, and it is proved that he is not related to her husband;
  • A woman out of wedlock adopted a child.

As an applicant, a woman does not receive a large number of benefits, but she can apply for social guarantees in the learning process if she is enrolled in a university.

Families recognized as having many children receive, for the most part, financial benefits in the educational sphere. Other benefits are not specifically fixed in the legislation.

A diploma of higher education is a guarantee of getting a profitable job and career realization. Unfortunately, there is a lot of competition for many professions. Legal preferences help some categories of citizens to become students.

  1. A set of applicants is announced within the established deadlines;
  2. The latter are required to provide documents, including those confirming preferential grounds for admission;
  3. The educational institution forms the definition of the admission criterion based on the results of the USE. Some conduct internal examinations;
  4. After studying the lists of applicants, enrollment in the first year is made. Places are distributed as follows:
    • in the general order, applicants who have shown the best result are enrolled;
    • part of the places determined by the quota is allocated to beneficiaries who have successfully fulfilled the stated criteria.
For information: if applicants have the same results, then the beneficiary takes advantage.

Legislation

The method of organizing the admission of applicants for budgetary places is described in the law of 12/29/12. The article regulates the provision of benefits to applicants upon admission. These are of different types. So, depending on the category, young people can apply for the following concessions:

Attention: the law does not directly mention admission privileges for large families.

The official definition of a large family

Finding out the presence or absence of privileges should be continued by disclosing the privileged status itself. The fact is that federal legislation does not contain such. The concept of a large family is traditionally used in Russia. In addition, usually these include cells of society with three or more children.

However, the status is legally approved only in.

  • organize the child's occupation so that his talents are revealed at an early age;
  • do not interfere with the participation of the child in competitions and olympiads;
  • constantly encourage your son or daughter to achieve high results.

The described methodology will provide an opportunity for out-of-competition enrollment or enrollment based on the scores of the Unified State Examination and entrance examinations even to the most prestigious institution. It all depends on the parents and the chosen educational approach. In addition, preferences are provided for other categories. A native of a large family, along with other beneficiaries, can apply for a budget place if:

  • military service or under a contract (at least three years);
  • has the status of a Chernobyl (equivalent);
  • in other situations listed in the law.

Regional preferences

Local authorities establish various privileges for parents with many children and their children. The main ones include the following:

  • funding for meals in schools and mid-career vocational institutions;
  • free provision of textbooks;
  • privilege for the use of transport routes (depending on the region):
    • citywide;
    • suburban;
  • compensation for travel expenses to the place of study and back (once a year);
  • organization of recreational activities in the summer without charging a fee (only for schoolchildren);
  • providing discounts for the purchase of tickets to cultural institutions.
For information: mothers who have raised more than three children under eight years of age are entitled to.

There are a number of other privileges for citizens raising a large number of children. However, the right to preferential enrollment in the first year of the university is not among them yet. Parents should take care of the future of their sons and daughters on their own.

Conclusion

The Russian legislation lists the categories of applicants who are entitled to preferences for admission:

  • out-of-competition admission to the course;
  • Extraordinary inclusion in the list of first-year students, subject to successful completion of test tasks.

The list does not include a category associated with the status of having many children. Such is not disclosed at all at the moment in the Russian legal field. Benefits for parents raising three or more sons and daughters are included in regional regulations. A few subjects of the federation have planned quotas for places for children from such families. However You can use the benefit only in universities of the regional level.
