So the irony about the future of Patrushev Jr. in the government looks at least inappropriate. It seems that he will have to try on the laurels of the leader of the Russian economy.

The appointment of Dmitry Patrushev to the post of head of the department was called one of the most resonant changes. The son of the Secretary of the Security Council was nominated for this post by Dmitry Medvedev, the President approved this appointment on May 18, 2018.

Patrushev replaced Alexander Tkachev, a big supporter of Russian counter-sanctions in the form of a food embargo as a stimulus for the development of the domestic agro-industrial complex and the owner of the agricultural holding “Agrocomplex im. NI Tkachev ”, which during his leadership of the Ministry of Agriculture became one of the five largest owners of agricultural land - this asset has tripled in three years. It was rumored that Tkachev was using his official position to develop the family business. A government commission investigated the conflict of interest and reported in April 2016 that no such conflicts had been found.

Dmitry Patrushev has already outlined the tasks to be solved by his department. This is ensuring food security, increasing exports of agricultural products, increasing economic efficiency and the development of agricultural science.

Personal life

Very little is known about Dmitry Patrushev's personal life. He is married and has a son and daughter. However, in the only declaration available on the network for 2013, the spouse does not appear.

In 2013, the chairman of Rosselkhozbank earned 72,807,780 million rubles. At that time, Patrushev owned two land plots with an area of ​​1000 and 5745 sq. meters, two large residential buildings, an apartment of 220 square meters, a garage and three objects of "other real estate".

In appointing new ministers, it is possible for a long time (and quite successfully) to look for signs of strengthening or weakening of various groups around Vladimir Putin, their possible losses and gains, but two bright spots are immediately noticeable. The Ministry of Agriculture was headed by Dmitry Patrushev, and the Ministry of Emergency Situations was headed by Yevgeny Zinichev. These two personnel decisions have a lot to say about the policy of appointment of Vladimir Putin, which the president seems to have almost formed.

Dmitry Patrushev is the son of the head of the Security Council Nikolai Patrushev, who for a long time led the FSB and is considered one of the people close to Vladimir Putin. The appointment of Dmitry Patrushev to the Ministry of Agriculture is clear evidence that the president is no longer shy about appointing to top posts on the basis of hereditary principles. Let's make a reservation that we are not talking about professionalism now. Patrushev worked for several years as the head of Rosselkhozbank. It is in the Rosselkhozbank that decisions are made on the issuance of large loans to key players, in theory, the profitability of a project is calculated. If we take the name Patrushev out of brackets, the personnel decision looks more than logical and modern. "The Ministry of Agriculture is headed by the head of the largest agrarian bank" - everything is harmonious, you can't find fault with anything. Such a personnel decision can happen in any country. But in a European country, the director of the largest agrarian bank with state participation is unlikely to be the son of an influential security official, who, moreover, is friendly with the president.

They tried to offer the Russian society and external observers an impersonal formula: a professional from a specialized commercial structure comes to lead the ministry, but as soon as specifics appear in the scheme, it loses its technocratic and harmonious nature.

The appointment of Dmitry Patrushev is the culmination and the first public manifestation of the long preparation and promotion of the sons of the Russian aces (among whom there are certainly good fellows) to high and public posts. Prior to that, the offspring of the members of Vladimir Putin's inner circle were vegetating in posts that were not only not important, but non-public and inconspicuous. Rosselkhozbank is a large structure and, perhaps, many high officials would not mind being headed by it, but who, apart from specialists, knows the name of its head? The son of presidential aide Sergei Ivanov (also one of Putin's closest associates) is the president of the ALROSA diamond company. But again, who among the general public is interested in the news of the diamond industry and the names of its top managers? Mikhail Fradkov's son Peter runs Promsvyazbank. The children of other influential security officials in positions in monetary, but not rattling names throughout the country, structures can be listed for quite a long time.

Until today, it was not entirely clear what was hidden behind the assignments on the basis of heredity. Either they prefer to hide the influential sons of even more influential fathers, without sticking out them in public places open to all the winds of criticism, or they are gradually trained and prepared for a smooth exit on the main stage. Judging by the appointment of Dmitry Patrushev to the Ministry of Agriculture, the second option turned out to be closer to reality. The sons begin to go out from behind the curtains to the public, and the Kremlin watches how they receive them. It will work out with Patrushev - we will see the younger Ivanov or Fradkov in the government.

There is one more important detail: fathers can leave (formally Sergei Ivanov Sr. is not the most important post of the president's special envoy for ecology, Mikhail Fradkov is the head of RISS at all - try to remember without Wikipedia that this is the Institute for Strategic Studies), and children continue to move up. The talent pool of the president is first of all like this, and not some finalists of the Leaders of Russia competition.

The appointments also have one more source - fairly young security officials, whom Vladimir Putin remembered for his work in the FSO. These are the new Minister of Emergency Situations Evgeny Zinichev, the governors of the Tula and Yaroslavl regions Alexey Dyumin and Dmitry Mironov. The future of such security officials at first did not look very certain. On the one hand, it was assumed that the president's guards would run the regions and gain the necessary experience for further promotion: for example, Dyumin has long been tipped as defense minister, and Mironov as interior minister. On the other hand, the FSOs received the management of not the richest and most breakthrough subjects, so their appointment looked like the disbandment of the team of the ex-head of the FSO Viktor Zolotov.

Evgeny Zinichev was also acting governor in Kaliningrad, but he did not work for long - a little more than two months. The security official did not like the public position, he asked the president to leave - and Vladimir Putin listened to the request. As a rule, members of the vertical unquestioningly obey the will of the head of state, who himself determines the area of ​​work for them. Zinichev showed that there are exceptions to this scheme: he soon became deputy head of the FSB, and now he has gone even higher. You cannot call him a professional in emergency situations, but, apparently, for those who are especially close to the body, this is not the most important factor (the same fellow sons at least formally look like professionals). The appointment, taking into account Zinichev's dislike of public activity, looks rather controversial: the Ministry of Emergency Situations under Sergei Shoigu also developed as a PR structure, the head of which loved and knew how to communicate and appear on cameras. The Minister of Emergency Situations needs to communicate with citizens and the press and ex officio, and it is understood that this communication takes place in a crisis environment. But since the position of Yevgeny Zinichev suited him, it means that he imagines how to eliminate the disadvantages from this work, and Vladimir Putin will support this position. "Ask, and it will be done for you." Today we are convinced that Vladimir Putin has a special attitude towards his former guards, who can achieve a lot from the president. These are his "sons" who have proven personal loyalty.

Of course, the appointments of Patrushev and Zinichev can only be further Kremlin personnel searches. It will work out - they can take the experience into service (or, conversely, leave the experiment in a single status), it will not work - it will not work out that way. But at the same time, it is obvious that in his search, Vladimir Putin is ready to go further than before - for the president, the negative that may arise in society after the appointment of sons or security guards to public posts is no longer so important. The Kremlin's experiments themselves are becoming more important than public opinion.
