The state provides subsidies to privileged categories of citizens in the following ways:

Government mortgage subsidy

To expand the circle of borrowers and stimulate the construction industry, a mortgage subsidy program was adopted by Government Decree No. 220. She began to operate on March 1, 2015. The project provides for the reimbursement of lost profits to banks issuing mortgage loans from the following funds:

  • anti-crisis fund;
  • state project "Housing".

Borrowers receive at a preferential rate, but does not participate in settlements between the credit institution and the state. Subsidies are provided for the purchase of new or under construction apartments and houses. Participation in this program of the developer is allowed if:

  • accreditation of the facility by the bank;
  • sale of real estate on the terms of shared construction.

The conditions of the state mortgage program are as follows:

  • the loan amount depends on the region and ranges from 3 to 8 million rubles;
  • maximum term - 362 months;
  • fixed rate - 12% per annum;
  • the size of the initial payment - 20% of the value of the property;
  • annuity form of payments;
  • obligatory registration of insurance of the borrower and real estate.

There are no special requirements for borrowers. For credit institutions, a minimum monthly loan portfolio limit of 300 million rubles has been set.

How to get a subsidy for a mortgage under the program "Affordable Housing for a Young Family"

This project is aimed at improving the living conditions of citizens and improving the demographic situation in the country. The validity period in the previous version ends at the end of 2015, but the Government has extended it until 2020. A preferential subsidy of 35% or more of the cost of housing is available to citizens of the Russian Federation:

  • under the age of 35, married or single parents;
  • living in conditions that do not comply with the norms of the Housing Code of the Russian Federation.

To receive a subsidy, you need:

  1. Submit an application to the municipal authorities with the attached documents:
  • a certificate stating that you need to improve housing conditions;
  • passport and birth certificates of children, marriage registration, divorce;
  • income statement;

The amount of payments depends on:

  • market price per square meter of housing;
  • correction factors.

The housing subsidy provides for:

How to use a child subsidy in a mortgage

But the state pursued another, no less important goal: to keep the primary real estate market “afloat”.

Help for developers

When at the end of 2014 the banks' mortgage rates rose sharply from 12 to 17-20%, people simply stopped taking out loans at prohibitive interest rates, and the “primary” was on the verge of collapse.

In March 2015 based on Government Decisions of March 13, 2015 No. 220 "On Approval of the Rules for Granting Subsidies from the Federal Budget to Credit Institutions to Reimburse Lost Incomes on Housing (Mortgage) Loans Issued" starts. Subsidization was carried out until the end of 2016. The decision on further extension or closure of the program at the government level has not yet been made.

State programs

Federal target program "Housing" contributes to the improvement of living conditions for a wide range of Russians. The initiator of the development and also the chief curator of the Program is the Government of the Russian Federation. The project provides for activities for 2010-2020.

Mortgage support for citizens provides two options:

Program "Housing for a Russian family"... Acts in addition to the state program "Provision of affordable and comfortable housing and utilities."

The main direction of the project is the construction of affordable economy class housing in the IZhS segment with the allocation of a land plot. It is planned to build more than 25 million "squares" of living space.

The target group of the population is young families, specialists in demanded professions, citizens aged 25-40 years.

The project is being implemented in 70 constituent entities of the Russian Federation. You can buy a house with a plot using your own funds or mortgage loans.

Mortgage program "Young family" for 2016 - 2020. Depending on the category of the family, the state subsidizes up to 30% of the cost of an apartment in a new building or construction / purchase of a private house. The subsidy is limited to a maximum amount of RUB 1 million for a family of four.

Requirements to applicants:

  • age up to 35 years;
  • need for housing;
  • having a permanent income that allows you to pay the remaining cost.

The family can pay the missing amount from its own funds or arrange a mortgage in partner banks. VTB are the main participants in this program.

Governor's projects "Young Family" provide regional assistance to citizens in need of housing. The purpose is similar to the federal assistance program.

The main terms of assistance young families in the field include the following points:

  • the maximum payment is 300-400 thousand rubles;
  • the format of assistance is a certificate for the purchase of housing or subsidized interest on a housing loan.

The aforementioned support is also claimed by those who do not have their own housing or who need to improve their conditions. You can use support only once, and the military must decide between a certificate or a subsidy.

Mortgage using... One of the options for using maternity capital funds is to improve the living conditions of the family. Moreover, such a goal allows the use of the means of the certificate until the second child turns three years old.

The family enters into an agreement with the lender to pay off part of the mortgage or to pay the down payment with public funds. The FIU then transfers the required amount to the specified account.

A prerequisite for this method of acquiring real estate is the allocation of shares in the ownership of each family member within 6 months after the registration of housing.

Basic conditions of the programs

Since the official cancellation of Resolution No. 220 has not yet occurred, it is worth dwelling in more detail on the conditions for providing the population with state subsidies for mortgage loans:

There are no other restrictions and conditions. The problem is different: last year the government allocated for the state. subsidies are slightly over 20 billion rubles. This amount was not enough to meet demand, and banks had to introduce internal filters to reduce the number of applicants.

Innovations this year

In 2019, families in which a second or third baby will be born before December 31, 2022, will expect surprises from the state. In this case, we are talking not only about social subsidies, but also about the opportunity to take part in the mortgage program, according to which you can buy housing on credit at a significantly reduced interest rate. At 6.00% per annum, large families will be able to buy real estate on the following conditions:

  1. The program is put into effect by the Government Decree No. 1711 of 12/30/2017.
  2. Families who, after 01.01.2018, can count on a reduced rate. will be replenished with a second or third baby, as well as those who previously issued a mortgage, but after the birth in 2018, 2-3 children refinanced it. In the latter case, applicants must have a contract for life, health and accident insurance.
  3. The state will subsidize the loan of the family in which the second baby was born for three years. If a couple has a third baby, then state support will be provided to them for five years.
  4. The maximum amount of the mortgage for this program is 8,000,000 rubles. for residents of the capital, St. Petersburg, as well as the Leningrad region and Moscow region. Families from other Russian regions can count on no more than 3,000,000 rubles.
  5. When registering a mortgage, which is partially subsidized by the state, you will have to make an initial payment, the value of which can reach 20.00% of the value of the acquired property.
  6. Under the terms of the program, the purchased housing must be from the primary market only.
  7. Subsidies from the state will be received only by those borrowers who promptly make mandatory payments for the mortgage.

Other ways of obtaining concessional housing loans

Banks are interested in increasing the number of clients, therefore, they are developing their own mortgage products that are really attractive to the population:

  1. Sberbank offers home loan programs for young families, including. Annual rates range from 10.75 to 11.5%. Programs are offered for women who have given birth / adopted a second baby, for the purchase of finished or under construction housing.
  2. VTB 24 offers home loans with a rate of 11% and a minimum amount of 600 thousand rubles.

AHML - an opportunity to ease the "mortgage share"

Commercial structure with state participation AHML (Agency for Housing Mortgage Lending) is not directly involved in the registration of a mortgage with subsidies. The organization cooperates with partner banks, where a citizen can apply.

Of course, the amount of the monthly payment may be higher, in which case the program participant pays the missing amount.

Participation in the program for obtaining a housing certificate excludes the possibility of participating in preferential mortgage lending. In fact, the state helps the military to acquire residential premises, but only according to one of the existing options.

A military mortgage cannot be issued without a down payment. At the moment, on average, it is from 20%. As an initial contribution, funds accumulated on the personal account of the military in the accumulative mortgage system can be used. In 2020, the maximum loan amount under such a program is 3,000,000 rubles, if the purchased property is more expensive, you can use your personal savings.

"Mother" mortgage

A mortgage loan using a certificate for maternity capital is provided on preferential terms. In fact, the family takes a targeted loan for the purchase of housing or improvement of housing conditions in the bank, which is repaid by means of maternity capital.

In practice, it looks something like this: a woman or a man draws up a loan of a target type, prescribing in the contract that the amount will be repaid by a certificate. After the conclusion of the loan agreement, the family will have to apply to the Pension Fund or a multifunctional center to manage the maternity capital. If at the time of registration of the mortgage the family did not yet have the right to maternity capital, then they will be able to repay the debt at any time after receiving it.

A prerequisite for such lending is the allocation of shares in the ownership of all family members. At the same time, the state admits that such an allocation can be carried out not immediately, but within six months.

Mortgage for a young family

Subsidizing a mortgage from the state in this program is a payment to a young family to acquire ownership of a dwelling. However, state aid has a significant drawback - the maximum amount that a family can receive is 1 million rubles. The young family must find the remaining funds when purchasing housing on their own. How it works in practice

A young family of four acquires an apartment worth 3.5 million rubles. The state subsidizes 1 million rubles for the purchase of an apartment, and the family looks for the rest of the amount on their own or gets it through a mortgage at the bank.

In 2017, the program was suspended. This is due to the decrease in mortgage rates to 10%. It was decided to stop state support, as the demand in the mortgage market is quite high. The central bank's rate cut also played a key role.

According to experts, mortgage rates will continue to decline in 2018.

In December 2017, the President of the Russian Federation instructed the Government of the Russian Federation to develop by the end of this year a program and relevant documents on state subsidies for mortgages for families with 2 or more children born in 2018.

In 2018, a new preferential loan program for families with children was launched. It's about families where from 01 January 2018 to 31 December 2022 born 2- 1st or 3rd child.

A preferential 6% rate is valid for the first 3 years for families who have a 2nd child, or for the first 5 years in case of a 3rd child. At the end of the grace period, the interest rate was set at 9.75%. In April 2019, a decree of the Government of the Russian Federation was adopted, changing the rules for issuing preferential mortgages. Now the grace period (rate 6% per annum) applies to the entire term of the loan agreement. And for residents of the Far Eastern Federal District, the rate will be 5% and they will be able to purchase housing for borrowed funds in the primary and secondary real estate market, if it is located in a rural area.


State subsidies for mortgages will continue in 2016. The government came to such a decision after evaluating the effectiveness of this measure.

Against the backdrop of permanent economic instability and the failure of the mortgage market, the government decided to extend the mortgage subsidy program before January 1, 2017- On February 29, Resolution 150 was signed, which regulates exactly this date for the end of state support.

Due to the extension, budget expenditures increased by 300 billion rubles and amounted to 1 trillion rubles.

The main provisions of support for the mortgage sector under this program have not changed:

  • citizens are invited to purchase housing exclusively on the primary market;
  • the first installment cannot be less than 20% of the cost of housing;
  • the maximum loan term is 30 years;
  • maximum loan amount: 8 million rubles (Moscow, Moscow region and St. Petersburg), 3 million rubles (other Russian regions);
  • the maximum lending rate is 12%.

In the summer of 2015, banks lowered interest rates, offering 13.5% on mortgage loans without government support. But this measure, apparently, did not live up to expectations - there were no queues of those wishing to borrow money at 13.5%, and the mortgage market in total decreased by 2% over the past year. The excitement could arise if the state decided to "freeze" its support, but since the mortgage subsidy program has been extended, many citizens seeking to improve their living conditions will want to take out a loan on its preferential terms.

True, many would like to take a loan on concessional terms, but the amount issued is not enough for the purchase of housing. The government is actively discussing the issue of increasing the limit on the maximum loan amount. Another most common reason that does not allow using a banking product is the lack of the required initial payment.

In one of the latest interviews for RIA Novosti, the country's chief financier Anton Siluanov expressed confidence that the cost of mortgage products in 2017 will decrease even without third-party support. At the same time, he highly appreciated the effectiveness of state subsidies, recalling that such a measure made it possible to issue a record number of loans last year and build a record number of objects with a total area of ​​85 million square meters.

The government is also considering other options to support mortgage borrowers. So, the possibility of "forgiving" part of the debt at the birth of a child is being discussed. It is assumed that the birth of each subsequent child will automatically reduce the debt at the expense of public funds.

The program participants who can issue preferential loans are currently:

  • financial credit institutions (banks);
  • housing mortgage lending agency;
  • housing construction cooperatives.

The recent inclusion of housing cooperatives in this list now allows people to buy apartments directly from construction companies that offer better prices per square meter. At the moment, the share of developers in the long-term targeted lending market is 10%, and the provision of the opportunity to issue loans will directly increase the number of players in the market up to 50%.

Steps to subsidize mortgages in 2016, the extension of the terms and the expansion of the list of those who can provide loans, have a favorable effect on both end consumers, who may not abandon plans to resolve the housing issue, and on the construction industry, which will manage to survive the crisis “without bloodshed” ... The increase in mortgage rates and the instability in the economy have seriously affected the situation in the mortgage market. The government decided to further stimulate buyers of new real estate and thereby support the builders. A government-supported housing loan program for 2015-2016 was approved. A potential borrower should be prepared for the fact that the lowest interest rate is provided only to those who will insure not only the collateral object, but also their own life, as well as the ability to work. In addition, for example, in Sberbank, a mortgage with state support in 2016 is not combined with other offers and shares of the bank. For repayment of this loan can not even be used.

Offers from different banks

Offered by various banks. It should be noted here that some financial institutions refuse to provide such a loan product. Property insurance is also one of the prerequisites for a loan.
  • VTB 24. The value of the interest rate in this case is kept at the level of 12%. Immediately upon concluding the contract, the borrower must pay an amount equal to 20% of the total cost of housing. The maximum amount that a potential borrower can count on does not exceed 8 million rubles. When completing all the documentation from the client of the financial institution, no additional fees are charged.
  • Transcapitalbank. In this case, the mortgage can be issued upon the provision of only two documents. Cash in the amount of up to 8 million rubles can be obtained at 10.9%, which the borrower undertakes to return after 25 years. The received amount can be used to buy new or secondary housing. It should be noted that only those borrowers whose age at the time of full repayment of credit debt does not exceed 75 years can count on receiving a loan.
  • Raiffeisenbank. The maximum possible amount in this case varies from 3 to 8 million rubles. The period of repayment of credit debt is limited to 25 years, and the interest rate is kept at the level of 11%. The amount of the down payment can range from 20 to 50%.

Any potential borrowers, whose candidates will meet the requirements of banks, will be able to receive a special loan. The only exceptions are participants in the "Housing" federal program, which is being implemented by AHML. In accordance with its terms, in addition to a preferential interest rate, potential borrowers will have the opportunity to buy housing at a reduced price, which will be about 20% less than the average prices for similar properties on the market. However, this will only be available to certain categories of citizens.

To qualify for the allocation of a soft loan on general terms, you must submit the appropriate package of documents to the selected bank. Each lender will have his own list of required papers. It should be borne in mind that the amount of subsidies is limited, in particular, about 400 billion rubles have been allocated for the entire program, which will be evenly distributed among the banks participating in the program, depending on the implementation of the mortgage loan plan set by the Ministry of Finance.
