An eyewitness about the tragedy in the Chelyuskintsev park: “It turns out that he put his head under the carriage and was hit. In the Chelyuskintsev park, a roller coaster trailer knocked down an administrator to death - Salidarnasts What happened in the Chelyuskintsev park

The official representative of the Investigative Committee, Yulia Goncharova, on the air of Alfa Radio, revealed new details regarding the resonant story of the death of an attraction employee in Chelyuskintsev Park. It turns out that the original picture of what happened on that August day was somewhat different from what actually happened. That is, the investigation was trying to mislead.

Yulia Goncharova told:

- The initial survey of the attendant on the attraction showed. At about 2.15 pm, a visitor approached him, complaining that he had lost his headphones while riding. The deputy director of the enterprise that leases a place in the Chelyuskintsev park decided to look for them together with the person on duty, after which they went behind the fence. Then the duty officer, not making sure that there were no people in the working area, launched the attraction - and the deputy director, who, incidentally, was in charge of safety at this private unitary enterprise, was fatally injured. This was the version of the person on duty, starting from which the Ministry of Labor and Social Protection concluded: the accident was caused by the actions of the director who was in the working area of the attraction, there were no persons who committed violations of technical regulatory legal acts. However, as a result of the work carried out by the investigators, other circumstances were revealed. It turns out that shortly before the deputy director was injured, there were two people in the working area: he and the person on duty, and the attraction was launched by the cashier, who received such an order from the deputy director. Before the deputy director hit the trailer, the roller coaster worked 2-3 cycles, and all this time there were two people in the working area looking for a visitor's headset.

Due to the fact that all these circumstances were established, the investigation initiated a second special investigation of this case before the Ministry of Labor and Social Protection in order to attach the correct conclusions to the materials.

Also, Yulia Goncharova recalled on the air of "Alfa Radio" about other accidents that happened, as they say, at the machine, and gave up-to-date statistics. Last year, 122 people died as a result of industrial injuries, 64 criminal cases were initiated related to violation of industrial safety. It is sad. But everything is learned by comparison. According to Yulia Goncharova, in Western Europe, there are many times more cases of fatalities at work. "Let's say that about 700 people die annually in France, 900 in Italy, and about 300 in Portugal.", - summed up official representative of the UK.

According to an Onliner.by reader, everything happened at about 15.00. The 57-year-old manager of the commercial Jumbo Jet ride tried to pick up a pair of headphones that had been dropped by someone from the previous ride. At this time, the trailer ran over a man. The administrator was killed. Now the Investigative Committee is working at the scene.

Now the ambulance is here, it hasn't left for 15 minutes, - a reader told Onliner.by. - The attraction itself was cordoned off and everyone is driven away from there. It is already known that the man died. There are people here who rode in this trailer, they say that the man reached for the headphones. Apparently, he thought he would have time ...

According to the park administration, the attraction belongs to the private company Leto-Park LLC.

I have no idea what happened there. Now I am going to the place. Goodbye, - the director of the organization, Viktor Matyuk, was brief with Onliner.by.

A group of the Pervomaisky District Department of Internal Affairs also left for the scene in the Chelyuskintsev park, according to the official Twitter account of the Municipal Department of Internal Affairs of the Minsk City Executive Committee.

According to our correspondent from the scene, the area near the attraction is cordoned off. People are asked not to come close. An investigative-operational group arrived at the scene of the emergency, and now it is finding out all the circumstances of the incident.

Who among us did not like a swing-carousel in childhood? Even as adults, we sometimes do not mind to remember the past and ride a toy car of the autodrome.

However, is this entertainment so safe? Almost every year, emergencies occur at Belarusian attractions, which sometimes end tragically.

Sputnik recalled the most high-profile incidents related to attractions in recent years and analyzed the cause of the accidents.

2016 year

In the Chelyuskintsev park in August last year, an attraction trailer hit the administrator to death. It happened on the ill-fated attraction "Jumbo Jet".

Attraction "Jumbo Jet" - one of the last year's record holders in emergency

As shown by interviews with eyewitnesses, the administrator went behind the fence in search of headphones that one of the visitors dropped, and the attendant launched the attraction without making sure that there were no people in the working area.

"Jumbo Jet" - last year's record holder in emergency. A cart with four people hung at a height of ten meters. Waiting for help, the poor fellow hung out for two hours. True, the workers of the park did without the help of the Ministry of Emergency Situations - they set up the tower themselves and lowered the frightened visitors to the ground.

2011

Two schoolgirls were trapped in a steam locomotive's booth on the Katalnaya Gora attraction in Chelyuskintsev Park. It disconnected in the midst of the movement. The frightened girls were released by the park staff.

year 2009

And again "Roller Coaster". The locomotive, in which there were 18 people, climbed a high hill and suddenly drove down at full speed. Nobody was hurt, but everyone was very frightened. Some visitors began to demand money back for tickets. The breakdown did not bother other vacationers in the park - after 15 minutes everyone was riding the extreme "Mountain" again.

2008 year

A terrible incident happened on the "Carousel" chain attraction in the Chelyuskintsev park. During the movement, the disk rotating the carousel with seats was torn off the support, and it fell to the ground along with the people. A 7-year-old child suffered the most: he received a blunt trauma to the abdomen and chest, and broke the sixth and seventh ribs. Five people were also injured - three minors and two men.

It turned out that the "Carousel" broke down due to the aging of the metal. It was built in 1989 in Czechoslovakia. The service life of the carousel has expired, and the specialists did not bother to monitor its condition.

There were emergency situations in the regions

In 2001, a local resident died in a mobile amusement park in Kalinkovichi, two women were seriously injured. In 2003, a young girl said goodbye to life on the 4-meter hill "Bobrovaya Doroga" in Brest. In 2006, a student was killed on the "Surprise" attraction in Novopolotsk.

Banal negligence

If you look at all these emergencies, in most cases the equipment failed, and people ended up in the role of victims. That is, it turns out that carousels that are designed to give joy are deadly machines?

Eduard Kozachenko, the former chief engineer of the Chelyuskintsev park, who held this position in the late 80s and 90s, does not think so. The blame for what happened, he says, was the human factor.

"Attractions today have become more complex compared to the Soviet period. But not more dangerous. Any attraction in the wrong hands can be dangerous," the source said in an interview with Sputnik.

Employees are often negligent. Although everyone knows how to work. Take the example of a chain Carousel collapse. Before she was torn from the mount, there were definitely some noises. But the person on duty, apparently, did not pay attention to this.

Before the shift, says Eduard Yakovlevich, the chief engineer must inspect all the rides and enter an entry in the admission log. The rides must be clean. All locks and fasteners are in working order. The same inspection must be done by the person on duty at least once every two hours during the shift.

Showed off

Eduard Kozachenko drew attention to the security of the attractions.

"In my time, the rides were surrounded by a high fence. Now they don't," he says.

Considering the large number of "kind people", you need to understand that some can enter the territory of the attraction at night and unscrew the nut or something else and take it for themselves.

On duty, in turn, the missing nut may not even notice that new emergencies are threatening.

The visitors themselves are also "good". Someone is willful, others just show off. This was also the case in the Soviet period.

"In my time, there was a" Hali-gali ". One woman of impressive size put too much pressure on the handrail on her stomach. She decided to loosen it, as a result, she was thrown out of the rocking chair, and she fell on the sidewalk," - says the interlocutor.

A young man died on Super-8 in the late 1980s.

"I wanted to appear in front of the girl. He got up on the move, and his head was blown off. Almost a similar incident happened on the" Ferris wheel. " engineer.

Old swing

Not all attractions that are used in city parks are new. Replacing equipment costs a lot of money. And the manufacturers set the service life to be small - 10-25 years.

"We had a Super-8, which was made by the Schwarzkopf company. The company went bankrupt, but it still worked. I already changed the chains on it, and the wheels flew. What could this threaten? Of course, an emergency. Somehow on" Supere "the chain was broken. There were no casualties, but people were filmed from above," Eduard Kozachenko recalls.

The Gospromnadzor notes: there is no such thing as an "old attraction". The attraction can be suitable, that is, it has passed technical diagnostics and certification, and unsuitable.

"In the parks, long before the start of the season, rides after hibernation are brought into shape. Until sacks of gravel roll in, a person will not be put into a loop," says Snezhana Kazaeva, chief state inspector of the department for supervision of the safety of lifting structures and attractions of Gospromnadzor.

Every year, before the start of the season, the state of the attractions is checked by the Gospromnadzor commission.

Meanwhile, in Minsk, 46% of the carousels have already fulfilled the normative term. But in 2020 they are going to be replaced. The Minsk City Executive Committee approved a schedule for the decommissioning and replacement of attractions from 2013 to 2020. Nine objects have already been removed from the register during this period and 14 new ones have been registered.

If we talk about the state of emergency, then it's not about technology, but about the human factor, says Snezhana Kazaeva. She draws attention to the fact that often negative cases occur due to the fact that visitors do not adequately assess their health. And the person on duty cannot do this by sight.

“There was a case in the Chelyuskintsev park: two 15-year-old girlfriends rode, one of them failed - they were taken straight from the carousel to the intensive care unit. the age when she can already make a decision whether to sit on the attraction ", - said the agency's interlocutor.

Do not underestimate the danger of a possible overload - an excess of adrenaline. There are cases in the world when people came dead at all - their hearts stopped, the specialist noted.

To prevent entertainment from turning into a tragedy, skiing should be treated responsibly by both attendants and visitors. For the rest, you can trust the attractions that are invented in order to bring joy to both children and adults.

According to an Onliner.by reader, everything happened on Monday at about 15:00. The 45-year-old manager of the commercial Jumbo Jet ride tried to pick up something stuck. At this time, the "trailer" just ran into a man. According to the reader, the administrator died on the spot.

Now the ambulance is here, it has not left for 15 minutes, - the reader said. - The attraction itself was cordoned off and everyone is driven away from there. It is already known that the man died. There are people here who rode in this trailer, they say that the man reached for the headphones. Apparently, he thought he would have time ...
