Tip: sew the inner bag first, and then start sewing the outer one. Thus, you can, having made mistakes that are not so critical for the interior, avoid them when making the outer upholstery, because it must be perfect.
After the covers are ready, you can start filling them. In the inner bag, as if in a bag, two-thirds of the filler is poured, then the zipper is tightly closed and the outer cover is put on top.

A metal strong zipper 50-60 cm long is usually placed on the outer cover of the chair of the bag. The best place for it is at the bottom of the chair, otherwise it may break if the chair is overloaded. If you don't like the zipper, sew on a few buttons.
